Breaking Through the ADU Finance Wall: A Bipartisan Step Forward

Casita Coalition Board Chair Rafael Perez joined Rep. Liccardo at the site of Samara’s ADU showroom in Redwood City to announce the bipartisan SUPPLY Act–introduced by Rep. Liccardo & Rep. Garbarino–to unlock second-position loans for ADUs.

Rafael spoke about how a second-position loan will allow homeowners with a low-interest rate first mortgage to get financing for their ADU without losing their existing low interest rate. He emphasized that the specific terms of this loan will help more homeowners qualify for an ADU loan, especially lower-resourced families most in need of their benefits.

Casita Coalition has spent nearly a decade advancing solutions to ADU financing challenges, and we’re encouraged to see Representative Liccardo introduce legislation that directly addresses these long-standing barriers.
